SUMMARY:
The Family and Community Services Manager is responsible for managing a comprehensive Early Head Start Program as outlined in the Head Start Performance Standards with respect to Child and Family Outcomes; Supervision of Early Head Start Center/Home Teachers; Staff Training and Facility Management. This person will be expected to exercise initiative, discretion and independent judgment in accomplishing assigned tasks. This position is responsible for planning and organizing the major Family and Community Partnership components of the Head Start program in designated Early Head Start sites. Tasks include Facility Management to ensure compliance with Palm Beach County's Child Care Licensing regulations; advising the Director of areas of non-compliance within Head Start Performance Standards and any other regulation pertinent to the Head Start program. Work is performed under the general supervision of the Head Start Director and within guidelines/policies established by Federal, State and Local entities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Core duties and responsibilities include the following. Other duties may be assigned.
• Implement Service Plans and policies and procedures relating to Early Childhood Education and Development, Parent Involvement, and Community Partnerships, and reviews and amends Service Plans on an annual basis.
• Lead area recruitment, selection and enrollment following ERSEA criteria.
• Manage a comprehensive program of social service assistance to EHS children and families.
• Coordinate implementation of volunteer program.
• Lead supports to low-income families by building a system for family services and development of family plans to address goals and areas of concern.
• Promote family partnerships through parent involvement and education activities.
• Lead referrals and help families identify and access needed resources: health, mental health, social services, education, and training. Provides family services training for staff.
• Work cooperatively with groups of parents, supporting agencies, staff members and community.
• Conduct family interviews and complete necessary paperwork accurately and in a timely fashion for maintaining eligibility, transferring childcare provides, and terminating services.
• Responds to requests for information from clients/providers timely and within the client confidentiality guidelines.
• Maintain current and accurate information in the designated database.
• Manages the process and procedures for dual-funded EHS-CCP children in close connection with Family Services.
• Leads file review monthly for accuracy, completeness and any other requirements of funding sources.
• Serves as a member of the agency management team and attends meetings as required.
• Attends community agency meetings related to Head Start; participates as agency representative on community organizations as required.
• Makes home visits to Head Start families as required.
• Participates in external committees, task forces, provider meetings, and/or speaking engagements as necessary. Participates and assists with quarterly provider meetings, as requested.
• Makes monthly reports to Policy Council; may attend Center Parent Meetings.
• Provides input for monthly/quarterly contract management meetings with Coalition contractors for all State, Federal and Locally funded programs. Participates in local and state meetings/conference calls as applicable.
• Works on a consistent basis with regular attendance and punctuality, and be willing and able to handle all duties and responsibilities of this position on a daily basis.
• Comprehensive knowledge of the organization and its services.
• Ability to effectively coach and supervise people.
• Effective programmatic decision-making.
• Timely comprehensive completion of all paperwork, reports and adherence to all compliance issues.
• Trains and orients new employees to ensure they are knowledgeable of all program department and agency protocols, reports and forms.
• Assists Director with special projects.
• Adhere to all Coalition personnel policies and procedures.
• Performs all other duties that may be necessary to maintain the success of the organization.

SUPERVISORY RESPONSIBILITIES:
• This position supervises Family Advocate positions.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, coordinating and directing work; appraising performance; employee engagement; addressing complaints and resolving problems.

QUALIFICATIONS:
To perform this Position successfully, an individual must be able to perform each essential duty satisfactorily. • This position requires successful completion of the level 2 background screening standards as set forth in s. 435.04, F.S. and drug screening as the Coalition is a drug-free workplace.
• Able to work flexible hours when required. Some nights and weekends are required.
• This position requires local travel to Palm Beach County office locations for meetings, trainings and other required duties.
• Valid Florida's driver license
• Bilingual preferred.

EDUCATION AND/OR EXPERIENCE:
• Bachelor's degree in Social Services, Public Administration, Public Health, Early Childhood Education, Child Development, or a related degree.
• A minimum of three years of responsible leadership experiences in management including one year of direct supervisory experience.
• Prior experience in coordinating daily activities of assigned staff.
• Head Start or Early Start experience is preferred.

COMPUTER SKILLS:
An ideal candidate will be experienced using Database software; Spreadsheet software and Word Processing software. The candidate will have an advanced experience using Outlook in an Exchange environment, tech savvy over all, experience with Box/Dropbox, familiarity with Android and IOS, Windows 8 and 10 experience, and experience working offsite using portable scanners and laptops.

• Occasionally lift and/or move up to 25 pounds.

• The noise level in the work environment is usually moderate.
• This position may require 25% or more travel in Palm Beach County. Position requires county-wide travel on a regular/frequent basis, the program is community based with services being provided directed in local communities and/or in individual's homes.
