SUMMARY:
This position is responsible for implementing a comprehensive program assurance and support system for all School Readiness, Voluntary Prekindergarten, and CSC Scholarship child care programs as well as oversees the technical assistance processes. Leads the child care provider monitoring and technical assistance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Core duties and responsibilities include the following:
• Responsible for the day-to-day operations of all program assurance and quality support services.
• Implements and manages an internal quality assurance system to assure reliability of monitoring expectations.
• Maintains a working knowledge of contractual requirements assuring services are consistently maintained as best practice for quality and in accordance with assigned contracts, agency policies, and federal, state and local regulations governing such policies.
• Plans, organizes and leads Child Care Provider annual agreement monitoring.
• Participates in routine monitoring of providers and parent complaints in addition to maintaining annual monitoring schedule and ensures adherence to that schedule.
• Communicates with child care providers regarding areas of non-compliance, develops compliance plans based on monitoring deficits and assigns training and technical assistance services based on plans and voluntary request. Provides reports to the Director.
• Ensures implementation of Abuse/Neglect reporting procedures.
• Reviews all programmatic reports, trains as necessary and reports status to Director. Develops a plan for those that are below expectations.
• Collects data and completes Monthly, Quarterly, and Annual programmatic reports.
• Strives to encourage and maintain interagency collaborations.
• Assists with performance management by reporting areas to the Director that may fall below program expectations and compliance standards.
• Researches, conducts analysis, maintains documentation and tracks status of all provider dispute issues. Works with management in accordance with Coalition policy.
• Participates in external committees, task forces, provider meetings, and/or speaking engagements as necessary.
• Participates in local and state meetings/conference calls as applicable.
• Comprehensive knowledge of the organization and its services.
• Ability to effective coach and supervise people.
• Effective programmatic decision-making.
• Timely completion of all paperwork and adherence to all compliance issues.
• Trains and orients new employees to ensure they are knowledgeable of all program department and agency protocols, reports and forms.
• In coordination with the Director and CSC, assists with service provider contract development, and establishment of provider performance targets.
• Directly manages Program Assurance.
• Assists Director with special projects.
• Performs all other duties that may be necessary to maintain the success of the organization.

SUPERVISORY RESPONSIBILITIES:
• This position supervises Quality Support Specialists.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include assisting in the interviewing, hiring, and training processes; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:
To perform this Position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability to supervise monitoring team. • This position requires successful completion of the level 2 background screening standards as set forth in s. 435.04, F.S.
• Able to work flexible hours including some nights and weekends.
• This position requires local travel to Palm Beach County office locations for meetings, trainings and other required duties.
• Valid Florida's driver license.

EDUCATION AND/OR EXPERIENCE:
• Bachelor's degree (B.A.) from an accredited four-year College or university in a related field.
• Current knowledge of best practices for children and youth in a childcare setting.
• Three years of leadership experiences in management including one year of direct supervisory experience.
• Familiarity with childcare licensing standards and/or working in a childcare environment is preferred.

COMPUTER SKILLS:
An ideal candidate will be experienced using Database software; Spreadsheet software and Word Processing software. The candidate will have an advanced experience using Outlook in an Exchange environment, tech savvy over all, experience with Box/Dropbox, familiarity with Android and IOS, Windows 8 and 10 experience, and experience working offsite using portable scanners and laptops.

• While performing the duties of this job, the employee is regularly required to sit, talk, hear and use hands and fingers to operate and handle keyboards and office equipment. The employee is occasionally required to walk and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl.
• Occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT:

• The noise level in the work environment is usually moderate.
• This position may require 50% or more local daily travel in Palm Beach County. Position requires county-wide travel on a regular/frequent basis and that the program is community based with services being provided directed in local communities and/or in individual's homes.
